NTCA-The Rural Broadband Association is the premier association representing nearly 900 independent, community-based
telecommunications companies that are leading innovation in rural and small-town America. NTCA advocates on behalf of its
members in the legislative and regulatory arenas, and it provides training and development; publications and industry
events; and an array of employee benefit programs. In an era of exploding technology, deregulation and marketplace
competition, NTCA's members are leading the IP evolution for rural consumers, delivering technologies that make rural
communities vibrant places in which to live and do business. Because of their efforts, rural America is fertile ground for
innovation in economic development and commerce, education, health care, government services, security and smart energy use.
Western Telecommunications Alliance
The WTA represents more than 250 small, rural telecommunications carriers
providing voice, video and data services in the 24 states west of the Mississippi River. WTA's members serve some of the
most rural and hard-to-serve communities in the country and are the providers of last resort to these communities.
Practically all WTA member companies provide high-quality voice, broadband, and video services in high-cost areas. Most
members serve fewer than 3000 customers, with fewer than 500 customers per exchange.
WTA unites the rural telecommunications industry in the western states to advocate the interests of its member companies
and their customers in Washington, D.C. WTA is committed to creating a future where rural telecommunications carriers have
a regulatory and legislative environment that enables them to provide affordable advanced communications services to their

industry. Our diverse member base ranges from large publicly traded communications corporations to small private
cooperatives - all providing advanced communications services to markets both urban and rural.
Our mission is to unite the US broadband industry across our membership spectrum through collaborative advocacy and provide
a forum for pro-investment policies which will enhance our economy and quality of life. Our outreach to Congress,
regulators and the courts has impacted innovations in health care, education and the environment.
National Exchange Carrier Association
NECA has been essential in helping member companies deliver vital communications services to rural consumers at
reasonable prices. We manage a significant part of the rural telephone industry's revenue streams so that people in areas
served by small rural telephone companies can stay connected to the rest of America.
Today our members are delivering broadband to most of their customers. Just as NECA helped member companies deliver the
best voice grade service everywhere, we are using our experience and expertise to facilitate the delivery of broadband
everywhere and to help meet the ongoing challenges of increasing demands for higher broadband speeds.

Independent Telephone & Telecommunications Alliance
The ITTA was formed in 1994 to serve as a voice for mid-size
telephone companies in Washington, DC. ITTA's members provide users with a broad range of high-quality wireline and
wireless voice, data, Internet and video telecommunications services to consumers in 44 states.
