     USDA Announces Rural Broadband Investments in South Carolina, Nevada

The USDA announced on February 25, 2020, it has invested $9.1 million in high-speed broadband infrastructure in South Carolina. The USDA said TruVista Communications will use the funding to deploy 257 miles of fiber-optic cable in unserved areas. The USDA also announced it invested $2.3 million in a high-speed broadband project in Nevada, and said Beehive Telephone will use the funding to construct a fixed wireless system and three FTTP systems. The funding is through the USDA’s ReConnect pilot program. [Source: NECA Washington Watch, 02/26/2020]

     The Universal Service Fund budget has remained in the range of $8 billion annually for a decade or so. But the idea of paying for broadband based on voice? The percentage of end user phone bills that goes toward the Universal Service Fund has been climbing and there are serious questions about the sustainability of that funding mechanism, despite a relatively stable USF budget. USTelecom, et al. Suggest Broad Safe Harbor to Combat Robocalls

     USTelecom, NCTA and CTIA met with Consumer and Governmental Affairs Bureau and Wireline Competition Bureau staff on January 29, 2020, to discuss the need for a broad safe harbor that promotes voice service providers’ good-faith efforts to combat abusive robocalls. FCC Seeks Assistance from Providers on Inbound International Robocalls

     The FCC issued a news release on February 4, 2020, announcing Enforcement Bureau Chief Rosemary Harold sent letters to seven gateway service providers asking for their support in tracking down the originators of illegal spoofed foreign robocalls. Letters were sent to All Access, Globex, Piratel, Talkie, Telcast, ThinQ and Third Base. The FCC said the bureau’s letters are part of a coordinated effort with the Department of Justice and Federal Trade Commission. [Source: NECA Washington Watch, 02/05/2020]

USAC Files Second Quarter USF Support Mechanisms Fund Size Projections

     USAC filed the Federal Universal Service Support Mechanisms Fund Size Projections for the second quarter of 2020 on January 31, 2020. USAC indicated the total high-cost support mechanism funding requirements are projected to be $1.203 billion. Appendices [Source: NECA Washington Watch, 02/04/2020]

FCC Cites New Data as Evidence of a Shrinking Digital Divide

     The Digital Divide is narrowing, according to the latest FCC data, which is from 2016 to 2018. We should take the data with a grain of salt. The FCC released data today that claims the agency’s policies are closing the digital divide and increasing broadband competition. The updated data is being added to the congressionally mandated Communications Marketplace Report (2018), covering industry data from 2016 to 2018. Read More [Source: Telecompetitor, 02/20/2020]

More States Embrace Taxing Streaming Services

     States are looking to generate more tax dollars by putting levies on consumption of digital services such as streaming subscriptions. About half the states have already enacted the sales taxes with several more considering legislation, which means subscribers to services such as Netflix could see their monthly bills rise by roughly a dollar.
