Broadband Funding in Infrastructure Plan

     The Trump administration today rolled out a proposal for $1.5 trillion in infrastructure investments -- $200 billion of which would come from the federal government, offset through budget cuts. It would also carve out $50 billion for rural infrastructure projects and revamp federal permitting. "Closing the digital divide, particularly in our nation's most difficult to reach rural areas, requires dedicated and adequate capital -- both financial and political," USTelecom President & CEO Jonathan Spalter said. FCC Releases 2018 Broadband Deployment Report

     The FCC issued its 2018 Broadband Deployment Report on February 2, 2018, finding the Commission is now encouraging broadband deployment on a reasonable and timely basis, but far too many Americans lack access to high-speed internet service and the FCC must continue to encourage deployment of broadband in rural areas, on tribal lands, and in schools and libraries. The report, among other things, maintained the current speed standard for fixed service of 25 Mbps downloads/3 Mbps uploads, and found that mobile services are not currently full substitutes for fixed services. O'Rielly, Clyburn Develop Recoverable Expenses List

     Commissioners Michael O'Rielly and Mignon Clyburn wrote a blog post on January 31, 2018, defining recoverable expenses for rate-of-return providers. They said after months of collaborative discussions both internally and with NTCA and WTA, they produced a list of expenses that should be excluded from reimbursement from CAF BLS and HCLS, and certain expenses from interstate access rates. The list is included at the bottom of the post. They said these exclusions should be considered for adoption within the Commission's other USF programs, and they hoped they would be adopted permanently as part of the Commission's current rate-of-return item. USTelecom Files Comments Supporting Cyber Fight Against Botnets

     USTelecom filed comments on Monday in response to the National Telecommunications and Information Administration's (NTIA)'s "Draft Report to the President on Enhancing the Resilience of the Internet and Communications Ecosystem against Botnets and other Automated, Distributed Threats," recommending several concrete and actionable steps to protect the internet ecosystem against cyber threats. The association called for building on the current processes, and working with government partners, to collaborate with industry stakeholders to combat evolving threats. The association specifically suggested producing an in-depth report on shared actions government, law enforcement, and other stakeholders can embrace to advance the resilience of the internet and communications ecosystem. SpaceX Plans Wednesday Launch of Broadband Birds

     SpaceX hopes to send up a rocket Wednesday that will test the company's plan to introduce global high-speed broadband service, having received the endorsement last week of Federal Communications Commission Chairman Ajit Pai. Trump Signs Law for Direct 9-1-1 Calls From Multi-line Systems

     President Donald Trump signed legislation ensuring callers will be able to dial 9-1-1 directly even when using phones on multi-line telephone systems. "In an emergency, seconds count, and everyone should be able to instantly gain access to 9-1-1 dispatchers without having to go through a switchboard or dial extra numbers to get an outside line," said Rep. FCC Reconsiders, Clarifies RoR Reform Rules

     The FCC issued a Second Order on Reconsideration and Clarification on February 16, 2018, reconsidering rules adopted in the March 2016 Rate-of-Return Reform Order relating to RoR LECs' provision of consumer broadband-only loops. The FCC revised its rules to replace the surrogate cost method for determining the cost of CBOLs with rules employing existing separations and cost allocation procedures. The FCC also revised the rule requiring RoR carriers to impute on CBOLs an amount equal to the Access Recovery Charge that could have been assessed on a voice or voice/broadband line to better implement its intent to maintain the balance between end user charges and universal service adopted in the USF/ICC Transformation Order. The FCC also clarified issues relating to reductions in CAF Broadband Loop Support due to competitive overlap. [Source: Washington Watch, 02/20/2018]

Trump Signs Rural Call Completion Bill

     President Trump signed into law on February 26, 2018, S. 96, the "Improving Rural Call Quality and Reliability Act of 2017." The bill requires intermediate providers that offer the capability to transmit voice communications and signaling information from one destination to another, and that charge a rate to any other entity (including an affiliated entity) for such a transmission, to register with the FCC and comply with service quality standards to be established by the FCC. Why a Robust Wireline Network is Needed For 5G Success

     Fixed and mobile networks must converge and a strong wireline network is needed if 5G is to be successful, said Robin Mersh, CEO of Broadband Forum. FCC Updates the National Broadband Map

     During its open meeting February 22, 2018, the FCC unveiled an updated national broadband map. The cloud-based map now supports more frequent updates and display improvements, all at a lower cost than the original mapping platform, the commission said. The updated map includes:
     * Fixed deployment data, updated twice annually, based on the latest collection by the FCC.
     * Deployment summaries available for seven different geographical types: nation, state, county, congressional district, city or town, Tribal area and Core-based Statistical Area.
     * Broadband availability and provider counts in each of the nation's census blocks for six technologies (fiber, DSL, cable, satellite, fixed wireless, and other) as well as seven speeds.
     * Provider summary information available for 1,782 providers by technology, eight download speed tiers and nine upload speed tiers.
     * Deployment comparisons between geographic areas.
     * A portal for data downloads.
     * Satellite imagery map overlay that shows buildings, roads and geography.
     * Graphs that show what fraction of an area's population has access to broadband at a given speed.
