Deadline for A-CAM II Support Acceptance June 17

     The Wireline Competition Bureau issued a public notice on May 2, 2019, announcing a revised version of the A-CAM v2.5.1 and announcing the offers of A-CAM II support to rate-of-return carriers that are still receiving legacy support. Carriers have until June 17, 2019, to indicate, on a state-by-state basis, whether they elect to receive model-based support. The information released includes four reports: Report 15.1 shows the state-level offer of A-CAM II support for each eligible carrier, including the amount of annual support provided over the 10-year term beginning January 1, 2019, and the total number of funded locations in census blocks eligible for support; Report 15.2 shows the specific broadband obligations for each individual carrier, including the number of fully funded locations and the number of capped locations. It also shows the specific number of locations where the recipient will be required to offer 25/3 Mbps and 4/1 Mbps, as well as the number of remaining locations subject to the reasonable request standard; Report 15.3 shows the ACAM II support amount, total eligible locations and fully funded and capped locations by tribal and non-tribal component; and Report 15.4 lists the eligible census blocks. FCC Posts Revised Deployment Obligations for RoR Carriers on Legacy USF Support

     The Wireline Competition Bureau issued a public notice on May 2, 2019, announcing the posting of the revised mandatory deployment obligations that will apply to RoR carriers that decline the A-CAM II offer and instead will remain on legacy USF support mechanisms. Carriers may select one of two methods for determining their deployment obligations that must be fulfilled over a five-year period (2019-2024). The deployment obligations under each method for each study area are set forth on the spreadsheet available here. The bureau said USAC will publish instructions regarding how each carrier is to make its selection between the two methods. [Source: NECA Washington Watch, 05/02/2019]

Pai Proposes Additional Call Blocking to Combat Robocalls

     The FCC issued a news release on May 15, 2019, announcing Chairman Pai is circulated a declaratory ruling that, if adopted, would allow phone companies to block unwanted calls to their customers by default and allow consumers to block calls not on their own contact list. The accompanying draft FNPRM would propose a safe harbor for providers that implement network-wide blocking of calls that fail caller authentication under the SHAKEN/STIR framework once it is implemented. iconectiv Chosen as Policy Administrator of SHAKEN/STIR

     ATIS announced its selection of iconectiv as policy administrator of the SHAKEN/STIR call authentication framework. ATIS indicated as the STI-PA, iconectiv will apply and enforce the rules as defined by the STI-GA to operationalize the SHAKEN framework to ensure STI certificates are only available to authorized service providers based on rules defined by the STI-GA, and ensure STI certification authorities perform all security functions specified to maintain the integrity of the SHAKEN framework. Chairman Pai issued a statement on May 30, 2019, saying: “Unwanted robocalls are American consumers’ number one complaint to the FCC. Many of these robocalls are made by scammers who mask their identity, harass consumers, and seek to defraud vulnerable communities. ‘Call authentication’ is critical for protecting consumers against these calls. . . I appreciate ATIS’s work on this issue and look forward to seeing deployment of SHAKEN/STIR by major carriers this year.” [Source: NECA Washington Watch, 05/31/2019]

FCC Delays Performance Measures Testing Until First Quarter 2020

     The Wireline Competition Bureau issued a public notice on May 30, 2019, announcing a delay in the requirement to begin testing and reporting of speed and latency results until the first quarter of 2020. Per the July 2018 Performance Measures Order, carriers subject to performance measures were to begin testing in the third and fourth quarters of 2019 and report these results with an accompanying certification by July 1, 2020. The bureau said in light of issues raised in petitions for reconsideration and applications for review of the order, the need for additional technical development of the interfaces required and the requirement for Paperwork Reduction Act approval, the requirement that carriers begin testing will be delayed until the first quarter of 2020. FCC Reports Progress on Broadband Divide

     The number of people lacking access to high-speed broadband services was only 21.3 million at the end of 2017, compared to 26.1 million the previous year, the Federal Communications Commission reported Wednesday. Full story... [Source: USTelecom dailyLead, 05/30/2019]

Lawmakers Intro 5G Security Measure in House

     A bipartisan group of six House members have sponsored legislation that call for the administration to adopt a national strategy to secure 5G wireless networks. Trump Issues Executive Order on Communications Supply Chain

     President Trump issued an executive order on May 15, 2019, prohibiting any transactions involving information and communications technology or services designed, developed, manufactured or supplied by persons owned by, controlled by or subject to the jurisdiction or direction of a foreign adversary. The order stipulates within 150 days, the secretary of commerce, in consultation with other departments and agencies, including the FCC, shall publish rules or regulations implementing the authorities delegated to the secretary by this order. The term foreign adversary is defined as any foreign government or foreign non-government person engaged in a long term pattern or serious instances of conduct significantly adverse to the national security of the United States or security and safety of United States persons. NTCA Recommends Changes to Broadband Mapping Data Collection

     NTCA filed a letter on April 30, 2019, to make recommendations on improving the granularity and accuracy of broadband mapping data. NTCA recommended the FCC: move to shapefiles on the way to even more granular service availability data; standardize how providers can determine and report on asserted coverage; and adopt validation and challenge processes. NTCA urged the Commission to modernize and improve its Form 477 data collection process and the generation of ensuing broadband availability maps through these three steps. Broadband Mapping Bill Introduced in House

     Reps. Bob Latta (R-Ohio) and Peter Welch (D-Vt.) introduced the Broadband Mapping After Scrutiny Act on May 9, 2019, which would require the FCC to establish a challenge process to verify fixed and mobile broadband service coverage data.
