GVNW Discusses Cost Model Issues, RoR Broadband USF Support Proposal

     GVNW Consulting met with Legal Advisors to Commissioners O'Rielly and Rosenworcel on May 12, 2015, to discuss the impact for non-model rate-of-return carriers of various options for funding USF increases for elective model adoption. GVNW said some of the scenarios frustrate the deployment of rural broadband. GVNW also discussed the need for rural support mechanisms to be updated for broadband in the very near term to the baseline proposal from NTCA, WTA, ERTA and NECA, and the consensus Alaska plan. Commissioner O'Rielly Discusses CAF for RoR Carriers at WTA Spring Meeting

     Commissioner O'Rielly spoke at WTA's Spring Meeting on May 5, 2015, expressing his commitment to deliver the remaining pieces of USF reform, especially as it pertains to a CAF for rate-of-return carriers. He said a path to the cost model must mean full transition to model-based support within a reasonable period of time, and in return, he is willing to discuss some flexibility on the performance obligations that will apply. He also said he is interested in hearing the obstacles to combining the standalone broadband portion with ICLS as another way to simplify what has been proposed, but is willing to discuss leaving certain aspects of the current structure in place if there are reasonable limits on both capital and operating expenses. Commissioner Pai Says Open Internet Order Harms Small Business Broadband Investment

     Commissioner Pai issued a statement on May 7, 2015, on impacts the Open Internet Order is having on small businesses due to regulatory uncertainty and burdens. Commissioner Pai said many small broadband operators declared just last week that they are cutting back on investments because of the FCC's decision. He detailed six examples from small broadband operators and urged the Commission to heed the calls of these small businesses and make changes to the Order before it is too late. FCC Issues Guidance on Broadband Privacy

     The Federal Communications Commission has signaled to Internet-service providers that if there are any doubts about how they should protect broadband consumer privacy under the agency's new Title II-based regulations, it would be a good idea to run them by the agency. FCC's Wheeler outlines possible Lifeline program changes

     Federal Communications Commission Chairman Tom Wheeler has outlined the idea of expanding Lifeline phone subsidies to include broadband subsidies for wired or wireless services. Senate inaction leads White House to start NSA phone program wind down

     The White House has moved to end the National Security Agency's bulk collection of phone records after the Senate failed over the weekend to extend the Patriot Act, which expires June 1, and rejected a House version that would have killed the NSA program.
