FCC Commissioners Respond to News Report on Government 5G Network

     Chairman Pai and Commissioners O'Rielly, Carr and Clyburn issued statements on January 29, 2018, regarding a news report that the Trump administration is considering having the federal government build and operate a nationwide 5G network [Source: Washington Watch, 01/30/2018]

ITTA, et al. Discuss BDS Rulemaking Petition for A-CAM Companies

     ITTA, TDS, Consolidated and USTelecom spoke with Chairman Pai's Advisor on January 5, 2018, to discuss their Petition for Rulemaking requesting A-CAM RoR carriers be allowed to opt into existing price cap regulation for their provision of business data services. They stressed the importance of the rules requested in this proceeding becoming effective by the end of 2018 to avoid model-based RoR carriers having to perform cost studies for 2019. They also claimed the regulatory relief sought by the Petition will help to promote the transition to IP-based networks by providing carriers incentives to invest in IP-based, Ethernet services. Pai Proposes $500M to Promote Rural Broadband

     Chairman Pai announced on January 16, 2018, he circulated an Order to promote more high-speed broadband deployment in rural areas. The Order, if adopted, would provide over $500 million in additional funding for cooperatives and small rural carriers and would put in place new rules to prevent abuse of the high-cost program. Pai indicated the Order also proposes several reforms to the FCC's high-cost program to improve its effectiveness and efficiency in promoting rural broadband deployment, including the use of a tribal broadband factor to enable better access on tribal lands. Robocall Blocking Rules Effective February 12

     The FCC published a Notice in the Federal Register on January 12, 2018, announcing the new rules to protect consumers from unwanted robocalls are effective February 12, 2018. The rules permit voice service providers to proactively block telephone calls when the subscriber of a phone number requests that calls purporting to originate from that number be blocked and when calls purport to originate from three categories of unassigned phone numbers: invalid numbers; valid numbers that are not allocated to a voice service provider; and valid numbers that are allocated but not assigned to a subscriber. The Commission encouraged voice service providers that elect to block calls to establish a simple way to identify and fix blocking errors. The rules also prohibit providers from blocking 911 emergency calls. [Source: Washington Watch, 01/12/2018]

Trump extends NSA internet surveillance program for another 6 years

     President Donald Trump tweeted on Friday that he had signed the renewal of the National Security Agency's warrantless internet surveillance program, extending Section 702 of the Foreign Intelligence Surveillance Act. The bill, which has been extended for an additional six years, allows the NSA to monitor digital communications from non-US citizens that occur over American platforms, such as Facebook or Google. States take up Net Neutrality Repeal

     Nevada may be fortunate their legislature only meets in odd years. Many state legislatures are looking at various ways to repeal the recent FCC Net Neutrality Order even as legal questions remain over the constitutionality of such moves. Gov. Steve Bullock signed an executive order 1/22/18 that makes Montana the first state to counter the Federal Communications Commission's recent repeal of net neutrality rules. The executive order that bars any internet service provider that does business with the state from blocking content, or charging more for faster delivery of content to any customer in the state. Conservative groups have banded together to urge Congress to reject a Democratic attempt to overturn the FCC's order. Read More...
