APMAX IPTV Middleware Adds Binge Mode

Innovative Systems has added another feature designed to keep consumers tethered to their IPTV video subscription with Binge Mode. The Binge Mode feature allows the subscriber to watch recorded episodes of a specific program one after the other with little or no user interaction with their set-top box.

2015 comes and goes with many important issues left to resolve

     The year 2015 has come and gone with the FCC Chairman's promise to enact universal service support reform for rate-of-return rural local exchange carriers still pending. In some respects, this is not a bad thing. Earlier in 2015 FCC Chairman Thomas Wheeler promised to "move forward with rate-of-return reform by year end." However, as the rural associations met frequently to work out the details with FCC staff and NECA responded to numerous FCC requests for data it became clear that an accelerated rulemaking might not be practical. more [Source: NECA Access Newsletter, 01/26/2016]

FirstNet Issues RFP for the Nationwide Public Safety Broadband Network

     The First Responder Network Authority (FirstNet) on January 13, 2016 issued its Request for Proposals (RFP) for the deployment of the nationwide public safety broadband network, marking a major step forward in FirstNet's efforts to modernize communications for first responders and other public safety personnel across the U.S. [Source: Telecompetitor, 01/14/2016]

NTCA Board Discusses Investment Uncertainty Under USF Reforms

     NTCA and members of its Board of Directors met separately with Legal Advisors to Chairman Wheeler, Commissioners Clyburn, O'Rielly, Pai and Rosenworcel, and Wireline Competition Bureau staff on January 12, 2016, to discuss NTCA's principles for USF reform. Certain Board members described the challenges they share with many other NTCA members in obtaining the certainty needed to justify new investments, and the need to provide a reasonable opportunity to recover costs incurred in accordance with the rules in place at the time investments are made. NTCA urged the Commission to build upon and not disrupt the mechanisms that have enabled RLEC successes in deploying broadband, while also defining targeted options for support for those companies that may require or desire alternatives. NTCA, ITTA, USTelecom Support Updating USF Mechanisms for Standalone Broadband

     NTCA, ITTA and USTelecom met with Commissioner Clyburn and her Legal Advisor, Commissioner O'Rielly and his Chief of Staff, Chairman Wheeler's Legal Advisor, and Wireline Competition Bureau staff on January 20, 2016, to express support for a simple and straightforward means of updating existing USF mechanisms to support standalone broadband services that could work separate from, but alongside, existing mechanisms. Temporary Exemption from Open Internet Transparency Rules Effective February 24

     The FCC published in the Federal Register on January 25, 2016, the December 2015 Report and Order, which extended, until December 15, 2016, the temporary exemption for smaller broadband Internet access service providers from the enhancements to the Open Internet transparency rule adopted in the 2015 Open Internet Order. Lawmakers dispute FCC's definition of broadband

     Senate Republicans argued Thursday that the Federal Communications Commission's definition of broadband carries too high of a bandwidth threshold, which they dub a ploy to justify more regulation. Supporters of the definition, which sets the minimum download speed needed at 25 Mbps, say it is necessary because multiple devices in a single home often connect to the Internet. Read more... Chairman Wheeler Responds to Senators on Municipal Broadband Order

     Chairman Wheeler sent letters to Senators Deb Fischer (R-Neb.), Ron Johnson (R-Wis.), Marco Rubio (R-Fla.), and John Cornyn (R-Texas) responding to their letter regarding the February 2015 FCC Order that preempted Tennessee and North Carolina state laws regulating government-owned broadband networks. In response to their questions on whether the FCC intends to extend its February 2015 decision to additional states, Chairman Wheeler said the 2015 decision was in response to specific petitions filed with the Commission, and said there are no such petitions pending before the Commission.
