DHS: Widespread DDoS attack cuts 911 service in 12 states

     Department of Homeland Security officials say a widespread distributed-denial-of-service attack was responsible for disrupting 911 centers in at least 12 states. Officials in Maricopa County, Ariz., arrested an 18-year-old in connection with the malware incident. Full Article. [Source: USTelecom dailyLead, 11/16/2016]

Rural Representatives Request Guidance on USF Contributions on Broadband Transmission

     NTCA, USTelecom, Moss Adams, JSI, GVNW and NECA held a conference call with Wireline Competition Bureau staff on November 17, 2016, to discuss possible means by which RLECs could avail themselves of relief from existing USF contribution obligations for broadband transmission services, as articulated in the RoR Reform Order and several subsequent Bureau-released items. They noted these Orders appear to outline two means by which a RLEC would not be subject to USF contributions for broadband: a private carriage option and a retail approach. The rural representatives also described a third potential scenario, wherein a retail BIAS provider would provide a resale certificate to the RLEC indicating that no contributions should be assessed in connection with RLEC wholesale broadband transmission because it is only one input component of the retail internet access service provided to end users by the BIAS provider who, but for previously granted temporary forbearance from the Commission, would be responsible for such contributions. The rural representatives underscored the importance of obtaining clear written near term direction and guidance from the Commission and Bureau on these issues. FCC's O'Rielly speaks out against broadband privacy order

     Federal Communications Commission Commissioner Michael O'Rielly spoke out in opposition to the FCC order on broadband privacy recently, saying that the order is "absurd" and doesn't address the problem it is supposed to be correcting. "[A]ll that the FCC has really done is to raise the transaction costs, requiring consumers to pay more for heightened privacy rules that they never asked for," O'Rielly said of the order. Wheeler Responds to Congress on Special Access

     Chairman Wheeler sent letters to Reps. Gene Green (D-Texas) and Bill Flores (R-Texas) and Rep. G.K. Butterfield (D-N.C.), et al. on November 17, 2016, in response to their letters on special access. Wheeler said the Order currently circulating provides a new framework that strikes a balance between targeted regulation for legacy services and lighter touch regulation for packet-based services. He also said the Order is grounded in the comprehensive record of this proceeding, including careful review of the sophisticated economic analyses presented by multiple parties as well as other record evidence, including developments since the 2013 data collection. House Passes Rural Call Completion Bill

     The U.S. House of Representatives passed H.R. 2566, the Improving Rural Call Quality and Reliability Act of 2016, on November 14, 2016, which requires intermediate providers to register with the FCC and comply with the service quality standards set by the agency to improve call quality in rural areas. The legislation would give the FCC 180 days to issue rules to establish a registry of providers and one year to establish service quality rules. [Source: Washington Watch, 11/15/2116]
