FCC Announces $36 Million in Additional A-CAM Support
The Wireline Competition Bureau issued a
public notice on July 20, 2018, announcing it
authorized 175 current A-CAM companies that elected 210 revised offers of A-CAM support to receive additional model-based
support in exchange for extending broadband service to additional locations. Under this second revised offer, all locations
with costs above $52.50 will be funded up to a per-location fund cap of $146.10, with adjusted deployment obligations. The
bureau released a report showing the revised
authorization amount and deployment obligations for each carrier that elected a revised offer and a report showing the
revised state-level amounts of model-based support and associated deployment obligations. Collectively, the net increase in
annualized support compared to the previously elected A-CAM amounts is approximately $36 million. [Source: NECA Washington
FCC Lays Groundwork For $100M Telehealth Pilot Program
Last week, Federal Communications Commission Commissioner Brendan Carr and Senator Roger
Wicker, R-Miss., announced the FCC will begin the
work of launching an anticipated $100 million "Connected Care Pilot Program" to support telehealth for low-income
Americans, particularly those living in rural areas. The item will be considered at the FCC's August Open Meeting.
USTelecom looks forward to working with the Commission on this innovative project to make sure communities in the hardest
to reach areas of our country have access to the transformational benefits of telemedicine.

State Support For Telemedicine Varies, Report Finds
Twelve states have restrictive laws and Medicaid policies that hinder widespread adoption of
telehealth, 20 states have progressive laws and policies that support expanded use, and 26 states reimburse for telehealth
delivered to patients' homes, according to a Manatt Health analysis. Although nearly all state Medicaid programs cover live
video conferencing, fewer reimburse for remote patient monitoring, store-and-forward telemedicine, and email and phone

Slamming and Cramming Rule Amendments Effective August 16
On July 17, the FCC published in the Federal Register its Report and Order codifying rules
against sales call misrepresentations and cramming and revising rules to improve the effectiveness of the third-party
verification (TPV) process. These rules and revisions go into effect on August 16.
Specifically, the FCC codified a rule to prohibit material misrepresentation, including material omissions, in sales calls
to further reduce the incidence of slamming. Codifying this prohibition will provide carriers and consumers with more
specific information and notice of this prohibited practice. The Commission also revised the Slamming and Cramming NPRM's
proposed rule, published August 14, 2017, on sales calls by deleting the reference to "deception." The Commission found
that term to be vague and subject to an unclear interpretation absent a record to define it. [Source: BloostonLaw Telecom
USDA Wants Input on How to Spend $600M For Rural Broadband
The Agriculture Department wants recommendations on how the government should proceed with a
$600 million program Congress approved this year to provide loans and grants to entities in rural areas. The government is
focusing on areas with no more than 20,000 residents where at least 90% of homes lack broadband.

Changes to Copper Retirement, Discontinuance Rules Effective July 30
The FCC published a
notice in the Federal Register on July 30,
2018, announcing OMB has approved, for a period of three years, the information collection associated with the rules
pertaining to ILEC retirement of copper loops and service discontinuance. The amendments to sections 63.19(a), 63.60(h),
63.71(a)(6)-(7), (f), (h) and 63.602 are effective on July 30, 2018. [Source: NECA Washington Watch, 07/30/2018]
