NTCA Releases Annual Broadband Survey Report

     NTCA released its 15th annual broadband survey report on July 28, 2016. The survey found 100 percent of the 2015 survey respondents offer broadband to some part of their customer bases, compared with the 58 percent of the 2000 survey respondents. Also, 49 percent of respondents' broadband customers are served via FTTH; 29 percent via copper loops; 15 percent via cable modem; 6 percent via FTTN; 1 percent via licensed and unlicensed fixed wireless; and 0.1 percent via satellite. Also, 85 percent of respondents' customers have access to service in excess of 10 Mbps, and 71 percent can subscribe to service of 25 Mbps or greater. [Source: Washington Watch, 07/28/2016]

Commissioner Pai Asks State PUCs for Information on Lifeline Abuses

     Commissioner Pai sent letters to Michael Picker, President, California PUC; Lisa Hardie, Chair, Oregon PUC; Donna L. Nelson, Chairman, Texas PUC; and Christopher Recchia, Commissioner, Vermont Public Service Department, on July 5, 2016, seeking their help in combating waste, fraud and abuse of the Lifeline program. He alerted them to some of the abuses the FCC has seen with the NLAD, as these four states run their own Lifeline accountability databases. He asked the state commissioners to provide information on: checks the PUCs have in place to ensure that applicants for the Lifeline program are not duplicates; whether the PUCs let wireless resellers override any of its safeguards; and if the PUCs have previously identified particular carriers as abusing the Lifeline system, what remedies have they adopted to combat such abuse. FCC Adopts Order on Technology Transitions, Switched Voice Access Forbearance

     At its July 14, 2016 Open Meeting, the FCC adopted a Declaratory Ruling, Second Report and Order, and Order on Reconsideration eliminating outdated regulations and establishing clear criteria that can expedite the review process for section 214 service discontinuance applications. Under the new rules, a company's application to discontinue legacy TDM-based voice service in a technology transition can be automatically granted in 30 days if the applicant meets a three-pronged test. The Declaratory Ruling section grants a petition filed by USTelecom, finding that traditional local voice providers are no longer dominant in the market for connecting local callers to long-distance networks. The Order on Reconsideration addresses a technical correction suggested by TelePacific regarding the timing of service discontinuance for competitive service providers when the local phone company transitions away from copper networks. FCC Determines Final A-CAM Broadband Coverage Data

     The Wireline Competition Bureau issued an Order July 25, 2016, concluding the A-CAM model streamlined challenge process and making a final determination regarding the requests to change the broadband coverage data that will be incorporated into the final version of the model for purposes of the voluntary election of model-based support. The Bureau granted 80 requests, denied 73 requests, and declined to act on 124 requests that the Bureau said are administratively infeasible or unnecessary to make. The Bureau said it will shortly release the Public Notice summarizing offer amounts and associated deployment obligations, which will trigger the 90-day deadline for carriers to indicate their intent to elect model-based support. Republicans dig into FCC agenda

     Lawmakers are putting the Federal Communications Commission under the microscope. The House Energy and Commerce Committee's tech subcommittee will hold an oversight hearing on Tuesday that is sure to touch on several of the major issues facing the agency this summer.
