Filer Mutual Telephone Company Announces Major Rebranding

     Filer Mutual Telephone Company is leaping into the future. The telecommunications company, with a longstanding history of providing telephone and internet services to rural communities, announced a major rebranding.

On April 2nd, Filer Mutual will become TruLeap Technologies. The name change and subsequent rebranding encompasses the new image they want to put forth as leaders in the tech industry, not only in Filer and the Magic Valley but beyond.

Pai Speaks at USTelecom Reinventing Broadband Mapping Forum

     Chairman Pai spoke at USTelecom’s Forum on Reinventing Broadband Mapping on March 21, 2019, saying since his first day as chairman, his number one priority has been closing the digital divide. He claimed by almost every meaningful metric, America’s broadband networks have been expanding and improving. Pai noted the Commission has begun to explore ways to improve the quality, accuracy and usefulness of the broadband data it collects on fixed and mobile broadband service, and said the mapping pilot project USTelecom, ITTA and WISPA are announcing is intended to help flesh out the record in the FCC’s Form 477 reform proceeding. He said by testing new ideas on the ground, he hopes this pilot and similar initiatives will give the Commission and other stakeholders useful information to consider as it moves ahead. Pai Proposes Eliminating Local Rate Floor Rule

     The FCC issued a news release on March 21, 2019, saying Chairman Pai has announced the Commission will vote at its April 12, 2019 Open Meeting to eliminate the local service rate floor. Pai said “The FCC’s rate floor is a counterproductive regulation that hurts rural Americans . For example, unless the Commission takes action, many rural consumers will be forced to pay almost 50% more out of their pockets starting this July.” [Source: NECA Washington Watch, 03/22/2019]

NTCA Supports Rate Floor Elimination, Suggests Waiver Due to Timing

     NTCA spoke separately with legal advisors to Chairman Pai and Commissioners Rosenworcel and Starks on March 26 and 27, 2019, to express support for elimination of the local service rate floor policy. NTCA said if the Commission does reach a decision on the rate floor on April 12, publication of a summary of that decision may not be published in the Federal Register before May 1, the date when USAC will announce the next iteration of the USF high-cost budget control mechanism. It noted in such a case, USAC would be obligated to calculate and announce the budget control for the period of July 2019 through June 2020 premised upon the rate floor rising by $8.98 per month as of July 1. NTCA recommended the Commission take similar action to what it did previously in the Separations Freeze Order and waive on its own motion the rate floor. [Source: NECA Washington Watch, 03/29/2019]

FCC Announces Second Quarter USF Contribution Factor

     The FCC Office of Managing Director released a public notice on March 13, 2019, announcing the proposed universal service contribution factor for the second quarter of 2019 will be 18.8 percent, down from the previous quarter’s 20 percent. [Source: NECA Washington Watch, 03/14/2019]

FCC Paves Way For 6G And Beyond

     The Federal Communications Commission has adopted rules to clear spectrum in the 95 GHz to 3 terahertz frequencies for experimental use to spur technological breakthroughs in communications and set the stage for 6G and beyond. The FCC will issue experimental licenses for up to 10 years and open 21.2 GHz of spectrum in that range for testing unlicensed devices. Full story... [Source: USTelecom dailyLead, 03/18/2019]

Work Starting On 6G Years Before It Will Be Ready

     Telecom researchers will meet in Finland next week to begin studying the potential forms of a 6G future -- even though experts remain in the dark about how that generation of networking will take shape. RoR USF Reform FNPRM

     Comments were filed on March 8, 2019, on the FNPRM proposing to implement an auction mechanism for support in legacy areas overlapped by an unsubsidized competitor, measures to address budgetary impacts as carriers transition to broadband-only lines and applying the tribal broadband factor from the A-CAM II offer to legacy carriers. NTCA said it is essential the Commission evaluate purported unsubsidized competitive presence via a robust, data-driven challenge process as the FCC Form 477 data has proven to be unreliable. It suggested the Commission also require all interested bidders in any ensuing auction to make detailed, upfront showings of their technical capability, and conduct the challenge process and any ensuing auctions only once every 10years. NTCA said the Commission should adopt transitional measures that will promote continued consumer-driven adoption of stand-alone broadband services while minimizing any unpredictability created by imposition of budget controls, suggesting calculating support based on a maximum annual growth rate in CBOL lines of 10 percent of that RLEC’s prior year voice lines. It said such a limit on annual CBOL conversions would need to affirmatively sunset in 2024. NTCA also urged the Commission to adopt a tribal broadband factor for all cost-based support recipients serving tribal lands. WTA opposed use of the CAF Phase II mechanism or other reverse auction approaches to award high-cost support in existing RoR broadband service areas that are entirely or almost entirely overlapped. It said the Commission should abandon its CAF Phase II auction mechanism proposal, but if it does not, it is imperative for the Commission to conduct a thorough challenge process before subjecting existing broadband service areas and customers to the vagaries of the CAF Phase II or any other reverse auction process. It joined with NTCA to propose the Commission limit the increase in CBOL conversions for which a cost-based RLEC may receive the broadband-only portion of CAF BLS to 10 percent of that carrier’s voice lines as of December 31 of the prior year, with any such limit expiring through an absolute sunset at the earlier of December 31, 2024, or the date on which the contemplated five-year budget review is completed. WTA supported incorporation of a tribal broadband factor into the high-cost support for cost-based RoR carriers serving tribal lands. [Source: NECA Washington Watch, 03/11/2019]
